Yilin Hou is the professor of Maxwell School of Citizenship and Public Affairs of Syracuse University, he received his Ph.D from Syracuse University, 2002. Professor Hou’s research interests focus on fiscal/budget institutions and intergovernmental fiscal relations. His papers were published in top journals of public administration such as Public Administration Review, Public Choice and Public Budgeting and Finance. Professor Hou also has a great enthusiasm to promote the academic exchanges between China and U. S, he is the main founder of CAAPA (China-America Association for Public Affairs).
